It is well understood that the individual states are sovereign and autonomous,
and that the Federal Government can't bully them around, and that security is a
well understood issue - but functionality of the system is also an issue due to
lack of information dissemination, and security is at risk if the system isn't
fully functional.

In the end, the FCC list at

https://www.fcc.gov/encyclopedia/state-eas-plans-and-chairs

is not a bad start - but for those states who wish to not publicly post their
EAS plan due to "security issues", why not at least inform the FCC of the
CORRECT POINT OF CONTACT so those of us with a need to know can get the
information without an having to invoke an act of congress?
