There is a lot of variability how individual LECC/SECC operate (or don't

This is very true - If the Feds had the authority to tell the states how to
run 
SECC's and LECC's their Part 11 rules would be full of regulations and we
would 
Have a great deal of national uniformity.  The fact is they don't have that 
Authority.     The fact that we have SECC's that generally function well is
not 
As a result of regulations, but rather because of tradition and the
realization 
That someone has to do the job.     The glue that keeps this house of cards
Together as based on that fact.

States, on the other hand, are able to deal must more effectively with 
SECC's and how they function.
