They are volunteers.  Its not like anyone else is clamoring for the
unpaid job. If they resigned, the FCC might have problems finding a 
replacement.  Putting your contact information on the web, especially
if you are an unpaid volunteer, its amazing the types of phone calls 
you'll get.

Almost all of the state-level SECC are pretty good.  I believe most
of the territories have finally found someone.  At the local level,
the LECC personalites have more variability.

FCC Enforcement has been issuing Notice Of Violation in some states
for not monitoring the "correct" EAS source according the state
plan/map book.  When the state plans/map books are out of date, not
public or non-existant; I don't know what the Enforcement Bureau
intends to do in those states.  How are you supposed to monitor
a LP-2, according to an old state plan, that ceased operation 5 years
ago?
