The story behind the story of LA media coverage for events that affect life safety of the public here really starts with the relationship between key members of the media and key members of the emergency management community built up over years. Both know their respective roles and both in general carry them out with professionalism.
EPI Warnings can and should be rooted in the same relationships and responsibilities. We will at some point see emergencies where normal means for media to get information from the EM community are impaired -- likely coupled with impairment of our normal means to relay information to the public.
I still believe we can improve the public warning process at all levels as strongly as I did when I was part of the PPW.
