I don't know because while I  spend time there , I do not live there. But what what I see Is similar to NYC where very many of independent authorities but only but much more of LA is a  much of or a collective  but independent communities where the local fire or police chief will try to take change regardless of the situation on on the ground. NYC has less of this problem
