I have spent a lot of time in LA, most recently during the drought going into the flash floods. The normal media did a very good job saying just what hills would have flash floods, along with many other things. They stake their credibility and profit on accurate information they do a great job covering the area while government would spend unlimited amounts of money, if appropriated, to support deniability to continue to pay their mortgages and keep their pensions. No different from the Malaysians not wanting to admit what happened to MH370.  

SoCal does a great job of covering that market without further government intervention.
