 From what I have heard it is a second order intermod product.  That 
other frequency was not mentioned but it was likely in the Federal 
160 MHz VHF band.

Remember that the FCC does not have jurisdiction over federal 
frequencies; it is IRAC.

IRAC frequencies are not public.  And these days are closely held 
thanks to Homeland Security paranoia.

My guess is that the third frequency is federal law enforcement and 
their techs said "Not my problem".  The NWS techs are likely a low 
bid civilian contractor.  The USCG techs have no jurisdiction over 
the other federal agencies.

In another place on the coast, there has been a continuing issue with 
an intermod coming out on USCG Ch 16.  Turns out that the local 
sheriff and something else mixes.  But it is not coming from the 
county's radio location.  And it comes and goes, so I'd guess it is a 
local "rusty nail" issue near the harbor office.  Nobody can hear it 
anywhere else.
