Phil,

The WSJ reference and route to the WSJ story is a clickable link in the 
instant story. Read the article.  You'll be seeing a lot of duplicated 
text along with some specific text about who's doing what. Including the 
NTIA.

I don't disagree with the possibilies you pose. I'm not there and I 
don't have a dog in this show. Just the fact I have observed some really 
crappy radios posing as Part 90 conformant.  Oh wait, that's for 
transmit only. Receivers are not type accepted except for part 15 
non-intentional cabinet radiation.
