[EAS] New EAS NPRM now posted on the EAS Forum Website

We take EAS seriously at my cluster.  The engineer can set the tone for 
management by setting a good example, attending local or state EAS meetings, 
etc.  My ops manager/brand manager takes his EAS log responsibilities 
(checking the emails from the boxes daily) seriously.  He knows it is in the 
community's interest.  Also, one of our stations is an SR (state relay) and 
is wired to the state EOS and it also monitors EAS traffic from two 
neighboring states due to a nearby nuclear power plant and also for Amber 
alerts also from across state lines.
