[EAS] EAS training

In late June, FEMA unveiled a new online training course, IS-251 "Integrated Public Alert and Warning System (IPAWS) for Alerting Authorities".  This is available at no charge.  IS-251 can be found at

EM's have funds available to them. The difficult part is getting them to
use them in the best way.
