[EAS] New EAS NPRM

During our CSRIC Plans discussions I said that the SECC's and LECC's should be considered as a key component of state/regional/local emergency EM structures. This would solve the "problem" of defining what LECC's and SECC's are, but give them a link to the people who manage civil and weather emergencies. It also solves to a great degree the problem of who should be on the EAS committees, and how they are vetted.

The FCC part of this should continue as it does now to have the SECC's build plans, and set up and maintain monitoring assignments. The unwritten part: They do this as a part of state and local EM/Weather public warnings.

The NPRM does not go into defining what an SECC or LECC is, but in my view it not only does not have to, but should not.
