Richard is very correct - 

However - We have a couple of issues - 

> There is no >> requirement << that we have LECC's and SECC's
> The FCC has been, and continues to, rely on there being SECC's to write
plans and create monitoring assignments, but they have NOT authority to
require the creation of these committees nor that they do the assigned work 
> SECC's and LECC's are not licensees, therefore the FCC has no authority.
> Like a lot of EAS, these committee's are 100% voluntary (Unless a state or
local government has requirements for them) 

This underscores why we have a 'checkerboard' of functional and
dysfunctional EAS systems scatted across the land.

During our CSRIC Plans discussions I said that the SECC's and LECC's should
be considered as a key component of state/regional/local emergency EM
structures. This would solve the "problem" of defining what LECC's and
SECC's are, but give them a link to the people who manage civil and weather
emergencies. It also solves to a great degree the problem of who should be
on the EAS committees, and how they are vetted.
