For some odd reason there are many that feel they are constrained by Part 11
from making the EAS (at the State and Local level) into a public warning
tool that all can be proud of.    I fail to understand this thinking.     

A great example of this is Amber - Where in the Part 11 does it mention
Amber?    In this case, a group of people thought 'outside the box' and
started using the EAS as an abducted child alerting system....and the FCC,
sometime later, caught up with their CAE Event Code.    

Why can't this example be used by others who would like to see the EAS
improved in their area?

I suspect that we have become a nation that would rather sit on our
collective butt's and bitch.
