[EAS] Another EAS tone set in a TV program

I would respectfully disagree. If Turner was subject to the rules with 
its cable networks, I don't see how HLN or TWC would be exempt. (HLN, of 
course, being another Turner network) The phrase, "No person shall 
transmit..." in 11.45 doesn't leave much wiggle room.

This isn't a show that I'm familiar with, but since the heads-up came 
from another station engineer, it must be broadcast on at least one station.
