[EAS] Delayed sending RMT request

I looked at 17 year old notes to see why this GPI feature was
added. It is from 1997, and at that time, it wasn't clear if a
daytime station had to send the RMT script when they returned to the
air the next day, or just log that they were off the air when it came
in. There was much conflicting advice at the time, in the handbook,
and in the state plans. For example, one state plan said:
"Daytime only stations receiving an overnight RMT must log the test
received in the appropriate manner, and rebroadcast within its valid
duration after sign-on. If the time stamp of the RMT has expired, you
should log its receipt and send an RWT in place of the RMT in your
first 15 minutes. "
There was also confusion about which rules to follow, over the years,
11.61 said,
"All tests will conform with the procedures in the EAS Operating
Handbook."
and
11.21 State and Local Area Plans and FCC Mapbook.
EAS plans contain guidelines which must be followed by broadcast and
cable personnel, emergency officials and National weather Service
(NWS) personnel to activate the EAS.
( note the word "must")
And FCC inspectors had (and still have) their own thoughts on what
the rules say.
But, that was then, and this is now. I'll again review the current
state of the rules, and will probably remove the feature where a GPI
holdoff special cases the RMT to play back when the daytime only
station returns to the air in the morning. Unless anyone has any
objections? Note that the log will show that the alert was sent, the
engineer will need to make a note that the station was off the air at the time.
