[EAS] Delayed sending RMT request

Harold,
If in fact stations are obligated to re-forward the RMT upon returning to
operation, can you please make the forward/re-forward possible through the
web browser? For stations which have their box at remote locations and
are not manned at sign-on, this creates a significant hardship to get
someone out at oh-dark-hundred and do the deed from the front panel.
