[EAS] Delayed sending RMT request

The only reference to RMT's during off the air times I can find are in the AM, FM and TV Self-Inspection Checklists. Section III. E. Note 2:
 
Note2: If the station is not operating at the time an RMT is scheduled, then the licensee shall log that they were off the air and an RWT should be aired some time during the week after peration of the station resumes.

Sean is correct that this scenario is not in the FCC Part 11 rules.

Further, if an RMT were issued at (example) 2 am with a 60 minute duration,
that alert would technically be outside its "valid time period" (i.e.
expired) by the time morning rolled around.
