[EAS] NWR and EANs?

EAN/EAT are national event codes. Until Congress passes a bill or FEMA
and NOAA agree to change NWR's mission, EAN's will only be on broadcast
and cable. All other event codes are local in nature and are generally
either responses to naturally occurring events or something man
"created". Such as a collision/crash or exposion.
