[EAS] NWR and EANs?

On the NWS website it state that the EAN code is "not currently implemented". Does this mean that EANs would not be transmited on NWR network?

If so this seams counter productive to the EAS system as it would be another excelent redunant pathway and many people have weather radios which could alert them if there is an activation say at night when people are sleeping and hence not listing to radio/TV.
