[EAS] Alternative Monitoring Assignment

I think it boils down to what they want to do.  With new leadership, 
they may have a different view of the issue.  They may feel that if they 
carry the EAN, the FCC will want them to relay the EAN direct to their 
subscribers.  Not sure...but that's one angle to consider.
