That isn't entirely true... or at least a plan is in process to resolve 
that.  Public television stations have been directed by the FCC to 
provide some of their DTV bandwidth as a backup path for getting WEA 
alerts distributed to cellular providers.  That equipment has been 
purchased and is largely in place. I don't have the latest time table 
for "going live", but the work is in progress. Take a look at:
