I added the following comment just now to the blog post:

There's a sixth reason: The transport layer for WEA and other short form warnings is the Internet. Building warning reliability expectations on a transport layer that is itself subject to impairment by emergency conditions is not be a good idea. All the more reason to base a national warning strategy as Rick suggests around a toolkit that contains as many viable warning systems as possible, and to educate the public properly on what the can reasonably expect from all of them. Each warning system has its own strengths and weaknesses. We should encourage a parallel education goal toward those in the EM community who have yet to view emergency public warnings and follow-on information as core response resources.
