[EAS] Amber alerts

Our WX radio at home is an older-style Rat Shack unit. Probably at least
a decade old, maybe closer to 15. It does recognize SAME encoding, so it
isn't completely ancient.
I followed up this morning by retrieving the CAE's (there were actually
2) from our DASDEC. Audio was present with the Amber message, just as it
should have been. Doesn't explain why the radio station my wife heard
apparently didn't relay the audio, but that's their issue, not mine.
My only remaining concern, then, is why the 1050Hz tone was apparently
absent from the CAE issued by our local NWS forecast office. Our ops
manager is informally following up with our state association. (BTW, the
local NWS issued a RWT this morning, and all was normal--EAS headers,
1050 tone, audio message, EAS EOM...)
