[EAS] [BC] RWT embedded announcement

Perhaps I am jaded, but in the past at the stations that I worked at 
the RWT was run between commercials.  E.g.  "... Blah blah blah" 
"Burp burp burp pause burp burp burp"  "Blah blah blah ...".

I don't believe in an announcement; it just prolongs the 
interruption.  Humans can not decode the data bursts.  They may 
notice the attention signal and following verbal announcement.

_IF_ there was any local participation in EAS and _IF_ useful 
information would be transmitted to the public then any interruption 
in programming to forward that information is critical.

In most cases the RWT is no more than an exercise in compliance with 
regulations.
