We add a "This is a test of the Emergency Alert System" announcement 
pre-test to have the whole test fit into a standard traffic/programming 
time duration for scheduling. With that intro and the 6 burps, it's 
precisely 15 seconds.  If we added the blah-blah-blah in the middle we 
could make it a 30.  But we instead sell a 15 before the test which we 
run at the very end of the break.
