And thus the problem with using an internet based system.

Who knows, perhaps it was entirely out of your control as well, not
even your local ISP, but a router in St. Louis can barf for a second
and in that time frame while it's "self-healing" and re-routing, stuff
can get put in the bit-bucket.

The CAP server could've also been having issues, while polling was up,
it might not actually be passing messages on the back end. Given the
"growing pains" of the system lately, it's not entirely out of the
realm of possibility. One server handles the polling from stations
while another does nothing but "mailman" services between the poller
and issuer.

I've said it before, i'll say it again, it's a very poorly designed system.
