This is exactly the situation I face with my missed test on Christmas Eve. (Posted last week.)
My LP1 received the test.
My SAGE indicated no problems, like polling issues.
The CAP server was up and down near the end of the day but not at 11:05 AM.
I have eyes "on the ground" that tell me there were no power issues at the time we should have received the alert.
The only thing I can come up with is that my ISP had a very short outage.
And it happened between the 30 second polling interval and also happened at the time the alert was sent.
That's a lot of "ifs" and hard to prove.
