[EAS] EAS CAP NOV

Just for what it's worth.

We have two SAGE digital units each serving a different radio station. This week one of the two units failed to receive the CAP test while the other received it normally. The two units are mounted in the same equipment rack and plugged into the same Cisco switch. The weekly tests come in at 11:05AM local time, 19:05 UTC.

The log on the unit that received the test recorded the following...

The log on the unit that failed this week had the following entry from the previous week.

I will see what happens next week, but I expect the unit that missed this week's test will receive next week's test. 
I don't have a question, but I wonder if this points to the Hit & Miss nature of the system as it now exists. We haven't missed any tests prior to this week.

This is exactly the situation I face with my missed test on Christmas Eve. (Posted last week.) My LP1 received the test.
My SAGE indicated no problems, like polling issues.
The CAP server was up and down near the end of the day but not at 11:05 AM.
I have eyes "on the ground" that tell me there were no power issues at the time we should have received the alert.
The only thing I can come up with is that my ISP had a very short outage.
And it happened between the 30 second polling interval and also happened at the time the alert was sent.
That's a lot of "ifs" and hard to prove.
