FYI, Wild Blue's Excede service has worked for EAS IPAWS OPEN polling at one site I manage. 

I have this service installed at one site where other types of Internet connectivity are not available.

Latency is usually the better part of a second. And, as with all services, they promise you that you will never see speeds in excess of the ones the quote.

With Excede I typically see 3.4 down and 1.2 up. They claim in their advertising a "speed limit" of 12 down and 3 up.
