I am proposing using a satellite connection to the public internet. These are now readily available, and not all that expensive, especially for the low bandwidth needed for IPAWS, etc. Most of these are on the DBS birds. Using a satellite connection plus, say, a cable and a DSL connection, and maybe a terrestrial wireless connection (Clearwire, for instance) would cover most likely problems. Besides, EAS, this kind of arrangements might make good business sense for other applications.

Also, the problem is which satellite to pick? I aim at 97, another guy aims at 127, someone else might be aiming at 62, etc. You would have to put it up on the most common birds at the uplink side (very spendy) or pick a bird and we all look at it. (equally as spendy)
