        Some TV station do this to an extent. Few radio stations do.

        There is no requirement that says *any* eas message,
        except the RMT and EAN, *must* be transmitted as received.
        
        Go ahead, do a survey of how many stations:
        1. have staff listening to the EAS receiver and act accordingly.
        2. leave the EAS box on "automatic" 24 hours a day, and
                rarely do anything but relay.
        3. have program directors who have demanded nothing but
                the required tests and EAN be allowed on the air

        If I were a betting am, I'd bet you 2 and 3 outnumber 1 by a *huge* factor.

        We have met the enemy ... and he is us.   (well, many of us... )
