[EAS] CARRIER OUTAGE!??

How about device location? There have been quite a few issues in the North-East in the past two weeks (carrier names redacted but it's been quite a few for various reasons ranging from traditional backhoe fade [including "someone shot the fiber"] to "we don't know and we're not going to tell you"). I'm not sure about the DASDECs but the SAGEs had an issue where if they lost connectivity for long enough it wouldn't properly reestablish (newer firmware is supposed to fix this).
I also read reports of a confirmed outage in NOLA and a possible outage on a link to Dallas. Some ISPs may also still reset their systems weekly which could cause issues.
As for blocked ports, ISPs tend not to block any outgoing ports -- only incoming (and then it's often only 80 and 443 that get blocked, sometimes a few others like 113). Is there a common firewall/router platform at these sites perhaps?
