[EAS] CARRIER OUTAGE!??

The Internet is "self-healing" and most carrier networks are the same. A router outage (or datacenter outage) shouldn't effect anything for any great length of time. Route flaps happen all the time all day long, BGP/OSPF should take care of that in a matter of minutes.

Now, some ISPs do have a monitoring system, if they see connection intervals that are relatively quick and bursty (which CAP is, it looks like email), they might flag it as a spammer system and shut it down to protect the network.
