The concept of pull V. push is a well documented effort in futility for 
system operations messaging. Only those interested will ever go to the 
site and check. Eventually, it will be a wasted effort when the numbers 
dwindle to the single digits. System operations messages need to be 
pushed wide and far.  And the first thing needed is to remedy the lack 
of an officially designated all USA FIPS code (00000) if in fact Ed is 
correct (and I don't doubt he is....)

Having FEMA maintain a site listing all sent messages would be wise 
otherwise for obvious compliance issues.

With your comment about FEMA and NWS agreeing to use ADR for their 
messages cancellation, using the NMN message for systems operations 
messages is even more appropriate.
