I see Gary's point. If Wisc. is relaying ADR's for other purposes, ADR would not be a good choice. 

So if no one intends to relay NMN's, that could work as an approved non-propagating EAS code for documentation purposes.
Since some stations use email messages sent from their EAS devices to form their EAS logs, getting an NMN email issued by FEMA about IPAWS OPEN maintenance and missed tests would be very helpful in my opinion.

I do agree with Adrienne about the need for documentation/feedback to help reinforce what can become an incredibly powerful public/private warning alliance. The entire CAP picture is still very much a work in progress as things get worked out.  The benefits of the emergency management community being able to originate warnings that can propagate through all available warning systems, including the EAS can and will help saves lives and property. I am very proud to play a small part in that effort. All EAS clients/partners should share in this pride.
