To Adrienne's point, perhaps we might suggest that FEMA maintain a webpage showing the current status of the IPAWS feed (up or down) and a list of the last few weeks of RWTs sent, so as she states stations can consult the list to see if they have missed any RWTs. Ideally, that list of RWTs would be generated by RWTs actually being sent with the precise issue times, as opposed to the intended scheduled test times.
