[EAS] "extra" CAP test - Not in TN

If five relays of daisy chain does not work, then something is wrong with the EAS plan that dictates such a daisy chain or no one in that chain is bothering to do what needs to be done for good reception.

People are always saying we need to fix EAS.
There is, IN MY OPINION, nothing inherently wrong with EAS.
The problems arise when the system is not properly planned or properly implemented.
