One thing folks continue to forget is all EAS messages refer to GMT for their real time of issuance. Time zone distinction is largely irrelevant so long as the relaying box is properly configured for their local conditions.

In fact, it is very important to use GMT to insure messages going multiple routes and time zones avoid repeating. So long as the GMT time stamp is the same and maintained through the various routes, any given EAS box should merely acknowledge the message and advise already sent if in fact the same message reached that box before. It's when the GMT time stamp changes that confusion ensues. Such as in Indiana where a local station not happy with the 5 relays of daisy chain audio recreates the RMT in house. Then down stream stations get and forward two RMT's since the GMT time stamp is different from the received message across the one hop state relay network put in place a few years ago.
