Dave...HUH?

FIPS code 00000 would go everywhere at one time.  That FIPS code is the entire United States, territories, and adjoining waters.

Then each state has it's own entire state code. Illinois IIRC is 21000. I think Idaho's is 20000. FWIW, Illinois has 103 county FIPS codes not including any adjacent waters of Lake Michigan. So our RMT issued by the state uses the state's "entire state" FIPS code.  Not a list of counties.

I suspect FEMA is using the time zone as a convenient demarcation so they can do the all state distribution tests.  Which I don't have a problem with on it's face. Just let us know it's happening using the NMN and 00000 FIPS code.
