        No one wants to limit the FEMA from testing.

        The point was that an alert came from a system
        that has yet to become fully stable, at a time
        (evening) not used before. Stations who used
        the "forward" were potentially interrupted
        several times. And, those engineers who had
        stations in different time zones now had to 
        wonder why they didn't get the test in
        all their stations. 

        Many folks just thought it would have reduced
        anxiety a level or two, if something like this
        was pre-announced ... or at least done 
        during office hours.

        As the system "settles down" there should be
        fewer and fewer "surprises" ... but in the 
        meantime many conscientious engineers are
        trying to ensure they log what is necessary,
        note when problems happen, and ensure
        the CAP Server is online ... "in case."

        Communication lines are opening up, and there
        may well be positive results from this week's
        events.
