I sure hope those stations that our forwarding a RWT are not counting that as their own RWT. But that's another subject.
A RWT is a test. ADM is an alert message for someone to read and perhaps process information. If some stations or area set up their system to forward a RWT, that's OK but not required. That's it. Rules say EAS participants are required to originate one once-a-week at various times with some exceptions, but after that there's no limit on its use. Lucky for us FEMA is NOT required to vary the time and days to transmit the RWT. I like the current testing phase with an anticipated incoming IPAWS CAP RWT. But nothing is stopping them from sending out a CAP RWT whenever they wish to test the system. I applaud them for volunteering to send it out - whenever that is.
Testing is good.

All due respect, that's what the ADM message is intended. RWT's serve a
different purpose and some stations do use it to forward their weekly
tests. I see nothing wrong with that.
