[EAS] Yesterday's CAP RWT

Hi Don,

I don't there is a requirement a license must "originate" a RWT.  They 
merely must send one absent any other EAS activity that week.

I do agree and like the planned RWT from FEMA. Not that I watch with 
baited breath, I do like to know all is working.

Rules say EAS participants are required to originate one once-a-week at various times with some exceptions, but after that there's no limit on its use. Lucky for us FEMA is NOT required to vary the time and days to transmit the RWT. I like the current testing phase with an anticipated incoming IPAWS CAP RWT. But nothing is stopping them from sending out a CAP RWT whenever they wish to test the system. I applaud them for volunteering to send it out - whenever that is.
