[EAS] Yesterday's CAP RWT

All due respect, that's what the ADM message is intended. RWT's serve a
different purpose and some stations do use it to forward their weekly
tests. I see nothing wrong with that.

Logging is necessary regardless as each is an EAS message.  It's the
intended message each carries in the bigger picture. The ADM can contain 
text as to it's actual intention eliminating some of the thread buzz and
speculation surrounding multiple RWT's.
