Ray--
If your state can originate CAP tests and messages they should originate the RMTs. Your equipment will see the over the air RMTs from your LP-1 and LP-2 as a duplicates of the RMT sent by the  state or local CAP server. 

If you monitor more than one state or EAS Operational Area you will receive an additional RMT but you should only receive one of those.
