I would think your SECC should be coordinating RMTs so that only one is
generated for your area each month. You may receive it from multiple
sources... at least two... but if that reflects a single originator,
then everything after the first one should be recognized as a duplicate
by your EAS box. It gets more complicated for stations that are near
state borders and thus may have an RMT from multiple states. But absent
the border area issue, I wouldn't expect you to have duplicate RMT problems.
