[EAS] Monthly(s)

Two days ago, I notieced that I received and forwarded a montly CAP/IPAWS
Message (I have to check its source and find out who I got it from).
If I am understanding this dialogue up to now correctly then -
IF the state (and or fed) decides that they will be sending RMT's via CAP, my
stations will, from now on, be forwarding 2 monthly tests. One will be decoded
via CAP, and one via the traditional radio network, because they come from
different sources.
This should then be true of everyone who has cap working.
So the minimum required tests I should expect to be generating/forwarding now
is:
4 generated weekly's (per month)
1 decoded/forwarded monthly via radio
1 decoded/forwarded monthly via CAP/IPAWS (internet)
Now if the fed should begin sending CAP monthly's (they need to test the
readiness of their systems too), and the state sends them out as well, that
would be 2 CAP montlys and 1 radio monthly. (I know historically the fed has
never generated a monthly radio test - but until recently they have also never
generated an EAN. Perhaps they may realize that the monthly should not be
generated by the individual states, but by the fed - so that the entire system
can be checked on a monthly basis?
Too bad they can't figure out a way to simply consolidate it.
