Thanks very much for the explanation, Robert. 

My hope is that EAS stakeholders will exhibit patience as all this is worked out. 

While CAP itself is an open, international non-prorietary standard, issues like this point out that there are not standards for actual message formatting, and translating existing NWS products is not easy.

Lots of work to do yet. We all appreciate the importance of doing the testing you mentioned before proceeding.
