[EAS] Shelter in place

NWS would have not reformatted this into CAP and forwarded to IPAWS.
We are currently doing that only for weather warnings.  The free text
nature of these products makes reformatting into CAP technically
difficult.

NWS is currently reformatting traditional weather alerts into CAP and
sending to IPAWS.  A select few types of products are targeted to the
CMAS channel within IPAWS, all products are targeted to the OPEN
channel.  We currently do not have the IPAWS EAS channel active and
will not send products to it until after we have conducted some tests
to make sure some EAS devices won't double alert for the same alert
off NWR and IPAWS.  We hope to conduct this testing in early 2013.
