[EAS] Should digital audio files be prohibited in CAP?

One solution in 1997 would have been to get manufacturers fix devices to 
handle the full length 2 minute audio, i.e. make the internal buffer
larger than 2 minutes, and handle trimming the attention tone, silence and 
EOM data bursts.

In the present, because it appears that a few state CAP systems are 
unable to distribute CAP attachments (audio, video, images) and only 
support text to speech messages; should all CAP attachments be 
prohibited?

If CAP is now and in the future limited to only text and text to 
speech messages, instead of a 2 minute audio or audio/video message, which 
could not be distribute through the state CAP network, should the maximum 
be given in text length, i.e. 1500 text characters for the text to speech 
message? The CAP device would need to adjust its speaking speed to fit 
the text-to-speech translation in to the EAS message size.
