[EAS] Should digital audio files be prohibited in CAP?

Responding to - 

 

In the present, because it appears that a few state CAP systems are unable
to distribute CAP attachments (audio, video, images) and only support text
to speech messages; should all CAP attachments be prohibited?

 

I'm not exactly sure that the existing state CAP systems are unable to
handle attached audio (MP3) Files.

 

Remember that the Federal System (IPAWS Open)  is about to be launched and
it's likely that the Feds will be concerned about this system and not about
those than state systems.
